告别“文山会海”，让村干部轻装上阵_我的网站

A |     杭州日报讯 填不完的表格、开不完的会议、迎不完的检查，让许多村干部疲于应付，走村入户、服务群众的时间反而被一再挤压。

B | 让村干部从“文山会海”中解放出来，是基层治理必须答好的考卷。    NAIROBI, Kenya -- Tanzania's government signed a controversial port management deal with Dubai-based DP World that had fueled protests in the African country in the past months and led to arrests of dozens of critics.The deal was signed on Sunday in the presence of Tanzania’s President Samia Suluhu Hassan, who has recently been accused of cracking down on critics such as her predecessor, the late John Magufuli.Tanzania Ports Authority Director General Plasduce Mbossa said that DP World, based in the United Arab Emirates, will only operate four berths and not the entire port. Its performance would be reviewed every five years for a total contractual period of 30 years.The opposition and civil society have protested the government decision to have a foreign logistics company manage Tanzania’s ports. The government has said the move would increase port efficiency and grow the country’s economy.The ports agreement was approved by Tanzania’s parliament on June 10, triggering protests in which more than 22 people have been arrested so far, according to Human Rights Watch.The international rights group in August urged Tanzania to respect freedom of expression and the right to protest. Tanzania has made some reforms since the death in 2021 of autocratic President Magufuli, who cracked down on critics and introduced draconian laws.Hassan, who is serving out Magufuli’s term, has been accused of continuing his anti-democratic policies. However, she was lauded in 2022 for lifting a prohibition on four newspapers that had been banned by the former leader.。以清单明确边界，把好事项准入关。负担沉重，根源在于权责不清。

C | 要全面梳理依法履职和协助办理事项，列明“该干什么、不该干什么”，形成权责清晰的履职清单。清单之外事项一律实行准入审批，坚持“权随责走、费随事转”。厘清权责，是让村干部干该干的事。以精简卸下包袱，告别“指尖形式主义”。要敢于对冗余App和工作群“动刀子”，能合则合、该取消则取消。从“重留痕”转向“重实效”，纠正“打卡式”考核。推行数据共享，实现“一次采集、多方共享”。

D | 萧山区近年来持续推进减负工作，着力把村干部从“指尖”上解脱出来，让他们把双脚踏进泥土里。以下沉回归本业，用实干回应民需。减负的目的是让村干部有更多精力办实事。要建立以解决实际问题、群众满意为导向的考核机制，不以材料论英雄，而以口碑作标尺。推动常态化入户走访，变“群众找上门”为“干部送上门”，腾出的时间用来倾听难处、关爱老人、谋划发展。

E | 当村干部从“填表员”“会议员”回归“服务员”，基层治理才能真正做到“民有所呼、我有所应”。厘清权责、治理指尖形式主义、推动干部下沉服务，三者同向发力，才能让村干部真正轻装上阵，把减负释放的时间转化为服务实效，让村干部从“案头”走向“地头”，基层治理才能焕发生机与活力。
